What changed in how work enters and moves through the business?

You do not need an existing pipeline to investigate it. A pipeline is one possible representation of commercial uncertainty, not a prerequisite for having commercial opportunities.

The useful first step is to reconstruct recent wins, losses, referrals, dormant conversations and deferred work and compare how those situations move towards a decision.
